O primeiro sinal importante foi o 11 de setembro, quando a na\u00e7\u00e3o mais fortemente armada do mundo se mostrou vulner\u00e1vel a um punhado de seq\u00fcestradores.<br \/>\nE agora, outro sinal: ambos os principais partidos na pressa de obter um acordo para gastar 700 bilh\u00f5es de d\u00f3lares dos contribuintes que escorrer\u00e3o pelo ralo de imensas institui\u00e7\u00f5es financeiras que s\u00e3o conhecidas por duas caracter\u00edsticas: incompet\u00eancia e gan\u00e2ncia. <\/p>\n<p>H\u00e1 uma solu\u00e7\u00e3o muito melhor para a crise financeira atual. Mas ela requer que se descarte aquilo que tem sido considerado \u201csabedoria\u201d convencional por muito tempo: que a interven\u00e7\u00e3o governamental na economia (\u201cgoverno forte\u201d) deva ser evitado como uma praga, porque o \u201clivre mercado\u201d guiaria a economia na dire\u00e7\u00e3o do crescimento e da justi\u00e7a. <\/p>\n<p>Devemos encarar a verdade hist\u00f3rica de frente: nunca tivemos um \u201clivre mercado\u201d, sempre tivemos interven\u00e7\u00e3o do estado na economia e, de fato, essa interven\u00e7\u00e3o sempre foi bem recebida pelos capit\u00e3es das finan\u00e7as e da ind\u00fastria. Eles nunca tiveram problemas com o \u201cgoverno forte\u201d, quando esse serviu seus interesses.   <\/p>\n<p>Isso come\u00e7ou h\u00e1 muito tempo, quando os pais fundadores se reuniram na Filad\u00e9lfia em 1787, para esbo\u00e7ar a constitui\u00e7\u00e3o. O primeiro resgate significativo foi a decis\u00e3o do novo governo de indenizar pelo valor integral as obriga\u00e7\u00f5es do governo praticamente destitu\u00eddas de qualquer valor em posse dos especuladores. E esse papel de \u201cgoverno forte\u201d, dando suporte aos interesses das classes \u201cde neg\u00f3cios\u201d continuou atrav\u00e9s da hist\u00f3ria da na\u00e7\u00e3o. <\/p>\n<p>A l\u00f3gica de se tomar 700 bilh\u00f5es de d\u00f3lares dos contribuintes para subsidiar imensas institui\u00e7\u00f5es financeiras \u00e9 que, de alguma forma, aquela riqueza vai escoar aos poucos, sendo repassada para as pessoas que dela necessitam. Isso nunca funcionou. <\/p>\n<p>A alternativa \u00e9 simples e poderosa. Pegar essa incr\u00edvel soma de dinheiro e entreg\u00e1-la diretamente \u00e0s pessoas que dela precisam. Deixar que o governo declare uma morat\u00f3ria nas execu\u00e7\u00f5es das hipotecas e fornecer ajuda aos propriet\u00e1rios das casas para ajud\u00e1-los a pagar suas hipotecas. Criar um programa de empregos federal para garantir trabalho \u00e0s pessoas que querem e precisam de emprego, e para as quais o \u201clivre mercado\u201d n\u00e3o valeu. <\/p>\n<p>Temos um precedente hist\u00f3rico de sucesso: o New Deal de Roosevelt, que gerou empregos a milh\u00f5es de pessoas, reconstruindo a infra-estrutura da na\u00e7\u00e3o e, contestando os ataque de \u201csocialismo\u201d estabeleceu a previd\u00eancia social. Isso poderia ser levado mais longe, com \u201cseguro de sa\u00fade\u201d \u2013 previd\u00eancia de sa\u00fade gratuita \u2013 para todos.   <\/p>\n<p>Isso tudo vai custar mais de 700 bilh\u00f5es. Mas o dinheiro est\u00e1 a\u00ed. No or\u00e7amento militar de 600 bilh\u00f5es de d\u00f3lares, uma vez que decidirmos que n\u00e3o seremos uma na\u00e7\u00e3o promotora de guerra. E nas contas banc\u00e1rias infladas dos super-ricos, tributando vigorosamente tanto suas rendas como seus patrim\u00f4nios.  <\/p>\n<p>Quando o grito aumenta, tanto por parte dos republicanos quanto dos democratas, que isso n\u00e3o pode ser feito, por causa do \u201cgoverno forte\u201d que implica, os cidad\u00e3os deveriam gargalhar, apenas. The first important sign was 9\/11, with the most heavily-armed nation in the world shown to be vulnerable to a handful of hijackers.<br \/>\nAnd now, another sign: both major parties rushing to get an agreement to spend $700bn of taxpayers&#8217; money to pour down the drain of huge financial institutions which are notable for two characteristics: incompetence and greed.<br \/>\nThere is a much better solution to the current financial crisis. But it requires discarding what has been conventional &#8220;wisdom&#8221; for too long: that government intervention in the economy (&#8220;big government&#8221;) must be avoided like the plague, because the &#8220;free market&#8221; will guide the economy towards growth and justice.<br \/>\nLet&#8217;s face a historical truth: we have never had a &#8220;free market&#8221;, we have always had government intervention in the economy, and indeed that intervention has been welcomed by the captains of finance and industry. They had no quarrel with &#8220;big government&#8221; when it served their needs.<br \/>\nIt started way back, when the founding fathers met in Philadelphia in 1787 to draft the constitution. The first big bail-out was the decision of the new government to redeem for full value the almost worthless bonds held by speculators. And this role of big government, supporting the interests of the business classes, continued all through the nation&#8217;s history.<br \/>\nThe rationale for taking $700bn from the taxpayers to subsidise huge financial institutions is that somehow that wealth will trickle down to the people who need it. This has never worked.<br \/>\nThe alternative is simple and powerful. Take that huge sum of money and give it directly to the people who need it. Let the government declare a moratorium on foreclosures and give aid to homeowners to help them pay off their mortgages. Create a federal jobs programme to guarantee work to people who want and need jobs and for whom &#8220;the free market&#8221; has not come through.<br \/>\nWe have a historic and successful precedent. Roosevelt&#8217;s New Deal put millions of people to work, rebuilding the nation&#8217;s infrastructure, and, defying the cries of &#8220;socialism&#8221;, established social security. That can be carried further, with &#8220;health security&#8221; &#8211; free health care &#8211; for all.<br \/>\nAll that will take more than $700bn. But the money is there. In the $600bn for the military budget, once we decide we will no longer be a war-making nation. And in the swollen bank accounts of the super-rich, by taxing vigorously both their income and their wealth.<br \/>\nWhen the cry goes up, whether from Republicans or Democrats, that this must not be done because it is &#8220;big government&#8221;, the citizenry should just laugh.
